Citrix Password Manager - PM 4.1 install on windows 2003 X64

I am trying to install PM 4.1 eval on a test server. The server is Windows 2003 x64 Enterprise sp1 with only .net 1.1 (x64) installed. The installation is telling me to install .net 1.1 and sp1 via windows update. This server is all ready running PS 4, license server, web, etc. Its working great so far.
