Citrix Licensing Why restart CitrixLicensing service?

In step 14, after installing a new licence file, it states Stop and start (rather than restart) the CitrixLicensing service

1. Why does the server need to be restarted?
2. What effect will this have on users that are logged on or in the process of logging on?

I’m a little wary of stopping and starting the service when we may have hundreds of users logged into Citrix.
