Citrix Licensing Developer license allows how many users?

Martin Gilchrist Hi, we have an installation of Presentation Server 4.5 running on a Windows 2003 machine. I have downloaded and installed a Developer License. As far as I can tell, this allows only three concurrent users to be running Citrix sessions. Is this correct? Three seems low for developer testing.

If it is correct, is there anyway to increase the number of concurrent users allowed? If it is incorrect, then how can I troubleshoot why our installation only supports three concurrent users?
