Citrix Password Manager - I must configure user configuration?

After I installed CPM, I must configure user configuration. If I don’t configure user configuration, the message “”MetaFrame Password Manager Agent is unable to retrieve the license server location. Check to see if Agent can connect to synchronization point.

Agent is disabled.” is shown forever?
